VICTA is the founder of Manila Civil Service Review and the author of “Work-at-Home Entrepreneurship: A Practical Guide for Filipinos with Disabilities” including MCSR Civil Service Reviewer Book 1 and 2. He is the Assistant Chief of the Technical Cooperation Division of the National Council on Disability Affairs.He has also served as Project Evaluation Officer of the Department of Social Welfare and Development in the National Capital Region implementing “Grameen Bank” technology inspired projects. He has served the Philippine government for almost 20 years.
